Notes:
- Caster must have a line of sight to casting point, and is not immune
to the Effect (so must close eyes in second after Casting).
- Flashes with a bright pulse of Light, illuminating the Radius with
LI for 1 sec. (The point of the Flash is a higher LI, but the LI given
by T is that with which the Radius is illuminated.)
- Sighted Beings in the Radius must make a st vs Blindness unless
their eyes are closed. If they save, they must make a st vs Dazzled.
- Sighted Beings outside the Radius looking at the Flash must make a
st vs Dazzled.
- Blindness results in being unable to see for 1 MR,
then Dazzled for 1 MR.
- Dazzled results in being unable to use Nightsight
or Infravision for 1MR. Beings whose Normal Visual Range enables them
to see in Darkness can still see within their NVR whilst Dazzled.
