Notes:

1. Extracts the air from the lungs of all breathing Beings within Radius.  Has no effect upon Vegetables, Organisms or the Undead.
2. A Being n% within the Radius has an n% chance of being targeted.
3. Any target failing its st dies of asphyxiation in d6 sec after last second of Casting, unless able to survive by e.g. fleeing into a non-breathing form.  A Create Air Effect will not override the Suffocate Effect, but a Resuscitate Effect will.
