Quthar, on the shore of Lake Kinna in the Great Oasis, is the fabled and only city of the Desert Nomads. Like the Southern Cities, it is cosmopolitan: home to many different and conflicting factions. Unlike them, it is secretive and unwelcoming to outsiders.
The former High Temple of ORIL in Quthar has since Her death in 2501 been the site of Her Tomb, and is a major object of pilgrimage, especially for the Autumn Festival on and after 19 Lastra.
Quthar is also famed for its steam baths and brothels, its mystics, its assassins and its trade in bodies (alive, dead or undead). The central square, the Place of the Sun, is the focal point for entertainment, foodstalls and thievery, especially by night, when an uneasy truce holds in the square with the Undead and Cultists.
