Appears as a large, muscular old man with a grey beard in a formal general's uniform, wearing a bicorne hat with white plumes, riding a large white horse.  Attended by His staff of owl-headed minions, in lesser-ranking uniforms, on smaller horses.

In Circle:

  1. Will advise on matters of strategy, whether in war, politics or commerce.

In Triangle:

  1. Will reveal the strategy of an opponent, whether in war, politics or commerce, unless He has been Bound to secrecy in the matter by a greater force than that exerted by the Operator.  Cannot reveal strategy which has not yet been decided, or changes in strategy decided subsequent to the Summoning.
  2. Will make Pacts of secrecy concerning such strategies as the Operator may specify.
  3. Pact: will agree to mislead an opponent on strategy if he seeks His advice, unless he does so with a greater force than that exerted by the Operator or pays a higher price.
  4. Will provide an Adviser (one of His minions, shapechanged into human or owl form) to assist a Participant in one strategic planning session and offer advice on strategy.  A Pact will be needed for the Adviser to reveal opponents' strategies.
  5. Pact: will make available an Adviser to serve for one Caeriad when called.
  6. Pact: will send an Adviser (one of Her minions, shapechanged into an appropriate form) to insinuate itself into the advisers of a specified Being for one Caeriad and offer bad advice (or such advice as the Pact may specify) on strategy.  Advisers can be persuasive, but Their advice may not necessarily be followed or correctly implemented.
  7. Pact: will enchant an item to make the wearer an expert strategist.

Familiars: owls, which will offer strategic advice.

Notes:

  1. OMEMUS only advises on matters of strategy, not tactics.  He will advise how to win a war, not how to conduct a battle.  Indeed, He advocates avoiding battle in most circumstances.
  2. Although He will require a full briefing on the matters on which He is required to advise, this is more to understand the strategic planning of the inquirer than to understand the strategic situation, as it is within His Aspect to be fully aware of all strategies.
  3. His advice represents one possible optimal strategy, but does not guarantee success.  There is an element of chance (Chaos) in most campaigns, which He cannot predict, though He will advise how to plan for the unexpected.
  4. Sometimes the strategic goal desired by the Operator may be impossible, or improbable, despite sound strategy.  In such cases, He may advise a more defensive strategy to limit losses, possibly coupled with negotiation.
  5. OMEMUS' advice can be subtle, and may be misunderstood or incorrectly implemented if one is not careful.
  6. If the opponent also uses a sound strategy, success may depend on the interaction of the opposing strategies selected by each side, or may depend on other factors, such as resources or chance.
  7. OMEMUS declines to offer strategic advice regarding affairs of the heart, as He considers this more a matter of tactics with a high chance element.  The most He may say is that strategy in such matters is to become powerful and wealthy (which He can help with), as this generally makes one more attractive to the opposite sex.
  8. OMEMUS' Common Name is based on the Principles of Strategy which He expounds: Objective, Offensive, Mass, Economy of Force, Manouevre, Unity of Command, Security, Surprise and Simplicity.
