Appears as a blind old seer clutching the heavy tome of oracles that never leaves His grasp, attended by Seers and prophets.

In Circle:

1. Will make one minor Prophecy.
2. Will answer one question concerning the future.  Accuracy is on a par with Prophecies.
3. Will teach the Operator a method of divination.

In Triangle:

1. Will comment (cryptically) upon Prophecies (other than His own): see Notes below.
2. Will make one major Prophecy on a subject specified by the Operator: Pacts may be required.
3. Will give Powers of Prophecy for Pacts.

May make an alternative or conflicting Prophecy to a previous one.

Familiars:

Birds, especially ravens. Make minor Prophecies and cause prophetic dreams.

Abode: Palace of Dreams

Items: The Book of Oracles, in which (it is said) are written all Prophecies, past, present and future.

Notes:

SURGAT's Powers of Prophecy are based on the recognition of patterns of both Law and Chaos as manifested through Dreams and Ideas.  They are thus invariably cryptic.  It should be noted in particular that His Power is of Prophecy, not the interpretation of Prophecy.  Though His extensive experience and understanding of Prophecy often enables Him to interpret Prophecies within their usual limitations as to accuracy, this is not a part of His Power, and He cannot therefore be compelled to interpret by Binding.  He may choose to do so, but prefers not to, and is not easily intimidated into doing so.  If threatened He may give free Oracles of the Binder's doom.
