Enemy / Friendly Party encounter tables:

 

Table EP gives encounters with Evil/Underworld parties / strongpoints.  Table GP gives encounters with Good/Overworld parties / strongpoints.  Which you roll on for an enemy / friendly party depends on your side in the war.  If you are genuinely neutral, enemy encounters will be with the side in greater numbers in the local area, and friendly encounters with the side in lesser numbers.
