The Allocated SP count towards SP available (e.g. for calculating when one goes below 1/2 SP), but do not count as used (e.g. for the same purpose) as they are not expended. They are not available for use in Spells. If the number of SP used in Magic-Using reduces total SP available to less than the number of SP allocated, the number allocated is reduced accordingly.
The Commander of the Imperial Guard is an Office personally appointed by the Emperor and is not Duellable. If the Commander is killed or incapacitated, the Deputy Commander (who is personally appointed by the Commander) is entitled to wield Lionward until the Emperor appoints a new Commander.
In the days of the First Empire, the Commander of the Imperial Guard often plotted to seize the Lion Throne for himself. At such times, Lionward would glow constantly with a white light. But towards its end the First Empire had become so decadent that nobody realised this any more, and it was commonly thought that was the Sword's normal state.

History:
Given by SARAN on 24 Weven 500 to Maximus, companion of the First Emperor, Valder I, in the Commune when the First Empire was founded. Maximus was rewarded for his service with the title of Commander of the Imperial Guard, and the Sword has been wielded by the holder of that Office ever since.
