Appropriate materials may be required, which may be manufactured by the Thief from suitable ingredients, using the same T as the actual application of the disguise (i.e. just roll one T for the entire operation, but determine the time needed accordingly).

Only needed if the Disguise requires acting. A false moustache for instance would not of itself require acting. Act Disguise may be done without Apply Disguise (e.g. to change one's walk). It may also be used to act Disguises created by Change Self / Change Appearance Spells.

Acting a Disguise at DL >= 0 may be spotted using Detect Disguise to reduce the T Acted to a Failure result.
Difficulty Levels:
There is a DL for Attainment, as for Act Disguise above. For a given Object, the DL for Attainment may vary for Acting from that for Applying the Disguise.
The DL given by T is a measure of how well the Thief is Acting as the Object. This is the "DL Acted". The DL for Attainment has already been deducted from T in computing the DL Acted, and it is not therefore necessary to achieve a DL Acted >= the DL for Attainment. Nor is it necessary to achieve a DL Acted >= the DL of the Disguise that has been Applied.

CL is Cipher Level. It is not a Difficulty Level.
Both devising a cipher and enciphering the text can take some time, which increases as CL and the length of the text increase.
Once devised, a cipher may be used again, but it must be written down. Subsequent Ciphering using that same cipher from one's notes is at DL = -CL.

It can take some time to break a cipher, and thus it may take some time before the Thief realises his T on Decipher is insufficient to break the cipher. The time required increases with CL, though if the CL is clearly beyond the Thief's ability to Decipher, he may realise this more quickly.
Difficulty Levels:
Thief not Fluent in language being Deciphered: DL 1 per Language Point not Fluent. The Thief must be able to Read the language fully.
